General:
This is to certify that from June 2nd to June 3rd, 1997, at the request
of Fireman's Fund Insurance Co., the undersigned surveyor attended to Grandoe
Fuzhou China Ent. Inc. at Mawei District, Fuzhou for carrying out Facility
Survey. We report as follows:
Facility Particulars:
Facility: two standard compound buildings : Building 1 & Building
2.
Occupant: Gradoe Fuzhou China Ent. Inc. (GFCEI)
Occupation date: November 1996
Site location: Xiade Village, Mawei District, Fuzhou City, Fujian Province
Site Survey Findings:
Geographical Characteristics:
Xiade Village, part of Mawei Economic Development Zone, is seated in mountainous area. GFCEI faces mountains on two sides. In neighborhood to GFCEI is Fujiang Shipping Co. container yard. The estuary of Minjiang River, the nearest local river, lies approximately 6 kilometers away from the back of the factory. Water supply comes from reserviors on the mountains in front of the factory. In recent history, no major flood, storm was recorded. Experienced one typhoon in previous year, but no major damage locally. According to GFCEI, they suffered only some broken window panes.

Note: Building 1 & 2 are joined by a flyover (roofed, railed) about
1m in width at their 2nd Floor.
Fire Fighting Management:
Each unit of building with a Fire Safety Committee ( members appointed
), and a Evacuation Plan Layout. Both diagrams are posted at the walls
near Safe Exits. No drills & exercises had been held, but part of workers
experienced training by local fire brigade. Bulletin Board is used as means
of safety management. Alarming signal system is stipulated.
Theft & Flood Protection:
The factory was separated from surrounding by about 2 m high wall with
wires above. Basement warehouse used steel grate window. Total security
guards: 12. All workers, but for senior managers, wear ID card and must
show pass to leave and enter gate. At the back of factory stationed watchman's
post. Guards patrolling all day and make records using watchman's clock
regularly. At exit of storage area, goods keeper are stationed to make
in & out records.
Comments & Recommendations:
Main Building 1 & 2 are in normal function. Attention has been
paid to fire protection and theft & flood protection except:
1. Some fire fighting equipment needs better maintenance.( In Building 2, 1st Floor, hydrant pipe was found decaying).
2. In Building 1 Third Floor, storage area and kitchen are under the same ceiling and not materially separated. Recommend to use proper partitions between the two.
3. Fire fighting exercise & drills carried out periodically.
